Fishing on Lake Victoria at a glance
Lake Victoria is Africa's largest lake, and the Ssese Islands sit in its northwest corner. Fishing here is first of all a livelihood. Canoes and wooden boats work from landings such as Lutoboka on Bugala Island, and the catch is carried to the mainland. Visitors can join this world in two ways: a guided sport trip for Nile perch, or a lodge on an island that offers shore fishing and trolling.
Sport fishing on the lake is offered as catch and release. The lake is large and the weather changes quickly, so an experienced boat crew matters more than the gear.

Permits and rules
Know what the law says before you cast a line.
A recreational fishing permit
Uganda's Fisheries and Aquaculture Act of 2023 (Act 5/2023) says that recreational fishing needs a Recreational Fishing Permit issued by the Chief Fisheries Officer. The Act allows this task to be delegated to the Uganda Wildlife Authority. Catch and release does not by itself make a trip permit-free.
The permit is personal
Under the same law, permits are personal and not transferable, and you must carry and show yours. Do not assume the boat licence of a tour company covers you as a guest. Ask the operator before you book who arranges your permit and what it costs.
Size, season and quota
Minimum sizes, closed areas and closed seasons can change by regulation. Ask your skipper which rules apply on the day, and follow them.
Commercial and national park rules differ
Rules for commercial fishers and for fishing inside national parks are separate matters. Do not apply them to a sport trip on the open lake.
When to fish
One sport-fishing operator runs trips all year. Its own advice is to avoid the days around full moon and the rainy months of April and May. These are an operator's preferences, not a legal closed season.
On the lake, wind and thunderstorms matter more than the calendar. Start early so you have time in hand, and check the forecast on the day. The weather page shows when the long rains fall. A good skipper turns back when a storm builds, and you should accept that decision without argument.
Wear a life jacket for the whole trip, not only in an emergency. The safety page covers life jackets and boats in more detail.

Fish on the menu
Nile perch and tilapia are the two fish people associate with local meals in the Ssese Islands. How big the fish are, and whether a place has them on a given day, depends on the catch. Ask where the fish comes from and how fresh it is, and eat it hot.
Fish is also a trade good. A press report in September 2026 describes fish being carried from Lutoboka to Entebbe on the ferry. Landings are working places, not visitor markets. At a landing, ask before you take photos of people or boats, and keep out of the way of those working.
Health note: freshwater contact can carry bilharzia (schistosomiasis), even when you only wade or wash. Handle gear with care and read swimming and beaches before you step into the water.

Fishing on the Ssese Islands: frequently asked questions
Do I need a permit to fish on Lake Victoria?
For recreational fishing, the 2023 Fisheries and Aquaculture Act requires a Recreational Fishing Permit from the Chief Fisheries Officer. Permits are personal and must be carried. Ask your operator who arranges it before you book.
What fish can I catch?
Nile perch is the main sport fish. One operator advertises typical catches of 5 to 25 kg, which is an experience claim and not a promise. Tilapia is the other fish people mention for local meals.
Can I keep the fish I catch?
Sport trips are run as catch and release. If you want to eat fish, buy it at a lodge or landing, and ask your skipper if a different rule applies.
When is the best time to go fishing?
One operator fishes all year and advises against full moon and the rainy months of April and May. Check the weather on the day.
Can I fish from the shore on Banda Island?
The island lodge advertises shore fishing and trolling among its activities. Ask the lodge about equipment and rules, and about the permit, when you book.
Is it safe to wade or swim while fishing?
Health authorities advise against swimming in untreated freshwater in Uganda because of bilharzia, and infection is possible through any skin contact. Fish from the boat or the shore and keep your feet dry where you can.
